The objective of this dissertation was to analyze the factors that contributes for the consolidation of collaboration networks of companies, aiming at subsidizing the proposal of public policies in this area. For that, an exploratory study was carried out with a sample of eight networks supported by the Program of Collaboration Networks of the Rio Grande do Sul State Government. This sample included networks from various sectors (commerce agriculture and industry) and that shows distinct levels of performance, allowing a con different approaches and perspectives: Transaction Costs Economics, Resource Dependence Theory, Flexible Specialization, Social Capital in addition to contributions of recent production by Brazilian authors. This theoretical overview served as the basis for the construction of the analytical framework used in the analysis of the empirical data. The methodology used in this research included visit and interviews with the header of the networks and the respective consultants hired by the State Government. The field research led to the identification of the main factors that may have a positive contribution in the consolidation of the networks as: the existence of mechanisms for reinforcing and creation of social capital, the introduction of effective managerial innovations, the use of collective learning practices and the generation of tangible economic benefices resulting from collaboration practices. In spite of its limitations, this work tried to contribute to the mapping of the collaboration network field, particularly in the Brazilian context.
