This dissertation is based on the analysis of the Local Council for Health Policies in Lauro de Freitas considered as an ally in the development of local participatory democracy. This research sought to present the main theoretical foundations related to democratic principles and citizen?s participation. Therefore, the state of the art on the field was presented and later the study sought to verify the deliberative effectiveness of the Council regarding the decisions on health policy making and on public resources allocation, specifically when it comes to decision-making democratization. Thus, a research methodology in association with the theory hitherto presented was adopted. This methodology consisted on the analysis of the reports of the council, on non-participant observation (monitoring of the meetings) and on the application of questionnaires to local council members. Then, the field research results were presented, having indicated a relatively low degree of deliberative effectiveness in the Council regarding the issues of greater impact in Local Health Policy in Lauro de Freitas. The results also indicated the great difficulties faced by the council members in their deliberative functions. Based on the related theory and on the empirical data analysed, I suggest to develop further investigation on the relationship between the decisions taken by the Council and how the City Hall acts and spends in the field of health policies in Lauro de Freitas.
