The main objective of this study is to verify how the Porto Alegre´s Participatory Budgeting contributes to urban governance. How the objetive was showed this way, it discloses the premise which oriented this study: the Participatóry Budgeting effectively contributes togovernance. This premise is founded on the recognition of the World Bank towards the Participatory Budgeting. This study was realized through the sistematization of informations present into the literature that discuss the results that the Participatory Budgeting brought to the city of Porto Alegre in Brazil. In this analysis the governance?s concept adopted was the one that was created and published by the World Bank: governance refers to the way the economical and social ressources of a country are managed in order to promote the country?s development. Because some authors suggest that the governance?s concept is just a reformularization of the governability?s concept it was necessary to describe the history of them. This description allowed to demonstrate the main differences and similarities between both concepts.This theorical approach evidenced that the main difference between these concepts refers to the way the legitimacy of the government?s actions is understood. While in the governability concept the legitimacy of the government?s action comes from the capacity of the government to represent the interests of its own institutions, in the governance concept, the main sorch of this legitmacy comes from the understanding that when specific citizen groups participate of the elaboration and implementation of public policies they are supposed to be successful. The main similarity refers to the defense of the institutionalized participation as a mean to reach the political stability presented in both concepts. The main conclusion is that the Participatory Budgeting contributes to the governance as long as it contributes to the efficient management of public ressources. As it demands, for its properly perfomance, a governement transparent position and as it allows the government to obtain informations about the demands the population consider with priority, the Participatory Budgeting make possible to diminish the riks in the application of public ressources and that cheating practices such as political machine, public money embezzlement and corruption are reduced.
