Descripción The management of the Brazilian educational system was significantly decentralized by the Federal Constitution of 1988 (CF/88) by recognizing the autonomy between the three federal levels and by introducing the principle of democratic management in Education. As a consequence, the Bahian educational system started its reform in 1999, having as a reference the offer of better levels of autonomy and local capacity of management to school units. In order to reinforce management, the Government program through the Project Fortalecimento da Gestão e Autonomia Educacional - PFGAE(Reinforcement of Management and Educational Autonomy), introduced strategic planning as a tool of management of Bahian State public school units between 2001 and 2005, supported by a broad financing program. The public investment in this Government program totalizes US$ 216 million, from which 60% came from a World Bank loan. This work uses the concepts of school autonomy and management and Brazilian education related history of the last 40 years in order to support the analysis. This research presents the introduction and development of strategic planning and its contribution to the reinforcement of participative management with the aim of understanding if the different stimuli are harmonious with practical reality of its management. Therefore, the strategic planning was presented in both instrumental and processual dimensions, being their proper practices studied in an innovating model of analisys. As a reference, the work uses the perception of school principals in order to evaluate the incorporation of concepts and practices concerning strategic planning and its contribution to participative management. A conceptual distinction between participative management and democratic management ? a common misuse in the related literature - is presented. The methodology of the research emphasizes qualitative aspects nearing the multiple case study, since the sample is not one of a survey. The analysis of the results of this work shows the stage of contribution of strategic planning in the practices of participative management of school teams unveiling the fact that the public school system has not satisfactorily incorporated strategic planning as managerialinstrument although the latter has an important role in helping schools to progress in the development of participative management.
