This paper aims to understand the emerging of international market of tradable permits as a political-economic response to climate change, and analyze possibility of creation of a local public policy financial prone to incentive development of emission reduction projects. The study reviews scientific reasons backing political negotiation, a brief history of climatenegotiations, interest groups, the problem of the global commons, the Kyoto Protocol ? it?s architecture and costs of compliance; the emerging market of carbons credits and the Brazilian participation. The United States decision not to ratify the Protocol drastically reduces the effectiveness of the Protocol in controlling green house gases emissions, reduces carbon market size - quantities and prices. The fate of the Kyoto Protocol after the first commitment period, 2008-2012, remains uncertain. At this moment, seems to be unreasonable to implement a local public policy financial to increase local participation in the carbon market.
