Propostas pedagógicas: discursos das relaçoes de poder na Rede Municipal de Ensino de Campo Grande/MS

This study had as main objective to analyze the discourse present in the Pedagogic Proposalsof the Public City Scho ols in the city of Campo Grande, State of Mato Grosso do Sul, Brazil,through documental files (legislation; normative orientations; and proposals), based onMichel Foucault's theoretical and methodological referential, to evince the containeddiscourses they present changes in the institutional pedagogical practices. The existence of agroup of guiding documents, with prescriptive and normative characteristics and normative,put into practice during the whole process, from its elaboration to its approval by the CentralOrgan, was verified, thus reinforcing the culture of the dominators: the school institutionreceives external disciplinary orientations and undergoes the prescriptions. Among the resultsit was observed that each Pedagogic Proposal analyzedtranslates a certain degree of reliabilityexpected by the Central Organ, idealized by the exercise of power and, at the same time, theyprove that the web of the micro powers can only be understood when exercised, in its doublesense, by the obedience in the exercise of the concession, which are other powers as well.This demonstrates that the school institution considers itself watched through differentmechanisms, in which the control is selected in the most different orders. Of these fictitiousrelation ships, with concrete determinations, are mechanically born the subjection, dismissingother methods of observation and execution of the orientations, thus denying the entirepurpose for elaboration and execution of any pedagogic proposal.
