This paper is a comparative study with a historical and sociological perspective on the impacts of education reform in the 1990s in Argentina, Brazil, Chile and Mexico from the analysis of academic research produced in these countries. Surveys were performed and analyzed in loco of 186 productions distributed among countries as follows: Argentina (45), Brazil (62), Chile (36) and Mexico (43). The study focuses on three dimensions of analysis in each country, emphasizing the national characteristics as affecting the implementation of Reform in the region: the new organic structure of the educational system, the logic of decentralization and the reconfiguration of institutional relations at school and the community. Upon reflecting on aspects of the development conditions of particular countries it is observed that this reform takes place in societies with historical distinctions, somehow interferes in implementing the changes, which gives national characteristics to it. This does not invalidate that educational reforms have produced institutional breakdowns that undermine social practices historically constituted. Beyond the relationship between intellectual production and social basis where they emerge and with which they interact, we also find the linking historically set of the national and international trends consolidating different impacts of reform in the countries.
