It was launched by the Northern Ireland Executive in June 2002 but due to the suspension of devolution has been taken forward by direct rule ministers. Local political parties have been consulted at various stages. Extensive public consultation showed that people wanted a more streamlined system of public administration that allows easy access to services, is easily understood, is fair, and has clear lines of responsibility and accountability.
