In this work, we present a new lossy video compression scheme, based on the use of the 3D Fast Wavelet Transform (3D-FWT). This encoder achieves high compression ratio and a quality excellent from the point of medical view, because there are no differences between the original and the reconstructed video. This paper presents a neuro-fuzzy network where all its parameters can be tuned simultaneously using Genetic Algorithms. The approach combines the merits of fuzzy logic theory, neural networks and genetic algorithms. This paper focuses on color differences among the edges of objects in an image. The variations of colors among the objects in the image can depict the directions and simple geometric shapes of most objects in the image regardless of the influence from the shift variant of objects and scale variant in the image.
