The aim of this paper is to propose a new model to improve risk communication. Precedent studies revealed that "education/information disclosure" was not enough for risk communication. However, the mechanism has not been proposed aside from "psychometric paradigm" point of view. In this paper, I proposed a hypothetical "risk assessment/management discrepancy model" by a case-study of "Pesticide Seminar". This model consisted of three discrepancies between the administrator and the public; they were discrepancies of "paradigm", "compliance", and "(risk/benefit) frames". A huge number of English literary works have been translated by many Japanese scholars of English Literary Studies. By producing and criticising translations as well as by conducting research into English literature, these academics have constructed norms governing these translations.
