Collaborating over Electronic Books
In this position paper we argue that electronic book and
document readers (r#...rhqr...+) open new avenues for computer
supported collaborative work. This position draws on
our experience building and e-reading with the XLibris
"active reading machine," a portable pen-based computer
specialized for the task of reading, critical thinking, and
analysis.

Certified Electronic Mail
- Jianying Zhou; Dieter Gollmann
. This paper examines certified mail delivery in postal systems and derives the essential requirements that may be met by a service called certified electronic mail. Protocols are presented to demonstrate how various flavours of certified electronic mail services may be implemented. Keywords: certified electronic mail, communications security, protocol design 1 Introduction In many areas, `pen-and-paper' procedures are being replaced by electronic mechanisms which can improve efficiency and provide better service. However, this transfer is not always easy. Much of the tradition, culture, and law that has been developed to provide protection in social contexts cannot readily be adapted to...

Los diccionarios electrónicos fraseológicos, perspectivas para la lengua y la traducción
- Mogorrón Huerta, Pedro
This paper shows the poor treatment of phraseological units provided by traditional monolingual
and bilingual dictionaries. It then goes on to focus on the recent launching of electronic dictionaries,
their applications and the automated treatment of language, lexicon and its possible classifications. Taking verbal locutions as a starting point, the author suggest a new way to compile an electronic
dictionary, attempting to make up for the usual lack of information about phraseological units in traditional dictionaries. The paper concludes showing all the possible applications of these new dictionaries in lexicology and in contrastive semantics, as well as in translation.

Pruebas electrónicas ante los tribunales en la lucha contra la cibercriminalidad. Un proyecto europeo
- Insa Mérida, Fredesvinda; Lázaro Herrero, Carmen; García González, Nuria
The admission of electronic evidence in European courts is regulated through general dispositions applicable to traditional proof, without any specific national regulation in the Old Continent. Perceptions manifested by social actors implicated in the process of gathering, presentation and admission of electronic proofs for a trial, as well as the dominant judicial vacuum, generate some judicial and professional insecurity. As a consequence, this project reflects the lack -highlighted by authors in the legal, entrepreneurial and technological world- of a specific formation, qualification and regulation to allow a better performance for these European professionals, with the goal of better protecting victims...

Electronic Government and the Irish Public Sector
Electronic government (or e-Government) is the use of information technology, in particular the Internet, to improve the delivery of public services. By providing public services online Governments can make them more convenient to the citizen, reduce costs and attract investment to their country. Electronic government will transform not only the way in which most public services are delivered, but also many of the public structures behind those services and thus affect the basic relationship between government and its citizens. E-Government promises around the clock convenience,

Trust: From Sociology to Electronic Environment
- Omer Mahmood
This paper proposes a new conceptual model that represents the factors that determine user’s online trust. The model is constructed after in depth analysis of trust in sociological, physical, and electronic environment. The represented model also incorporates the theoretical and empirical studies related to trust in physical and electronic environment from online user and business perspective. The model can be used either to enhance online user’s trust in online business or to identify the e-areas that need improvement in order to compete with physically present businesses and established online merchants.

Web based electronic marketplaces : trading through collaboration
- Wietrzyk, Vlad; Database and Expert Systems Applications. International Conference 16th 22-26 Aug. 2005 Denmark; Wietrzyk, Ingrid; Best & Less (Firm); Grosky, William I.; Wagner, Roland R.; Andersen, Kim Viborg; Debenham, John K.
This paper introduces the issues being addressed by electronic markets in the form of infrastructure, architecture and core functions. Supply chain management and the collaborative product development are also included here. Software providers and marketplace operators often summarise the two under the term e-collaboration. The core goal of the current analysis is to establish the significance and importance of the electronic marketplaces in the Internet driven economy. In this paper, we analyze the factors that impact on the efficiency in the supply chain, including e-business portal operational and technological environment.

Electronic Voting
- Ronald L. Rivest
Introduction
Over the years, with varying degrees of success, inventors have repeatedly tried
to adapt the latest technology to the cause of improved voting.
For example, on June 1, 1869 Thomas A. Edison received U.S. Patent 90,646
for an "Electric Vote-Recorder" intended for use in Congress. It was never
adopted because it was allegedly "too fast" for the members of Congress.
Yet it is clear that we have not reached perfection in voting technology, as
evidenced by Florida's "butterfly ballots" and "dimpled chads."
Stimulated by Florida's election problems, the California Institute of Technology
and MIT have begun a joint study of voting technologies [5], with the
dual objectives of analyzing...

Towards a structured design of electronic negotiations
- Martin Bichler; Gregory Kersten; Stefan Strecker
Global communication networks and advances in information technology enable the design of information systems facilitating effective formulation and efficient resolution of negotiation problems. Increasingly, these systems guide negotiators in clarifying the relevant issues, provide media for offer formulation and exchange, and help in achieving an agreement. In practice, the task of analysing, modelling, designing and implementing electronic negotiation media demands a systematic, traceable and reproducible approach. An engineering approach to media specification and construction has these characteristics. In this paper, we provide a rationale for the engineering approach that allows pragmatic adoption of economic and social sciences perspectives on negotiated...

HISTORY OF ELECTRONIC PACKAGING AT APL History of Electronic Packaging at APL: From the VT Fuze
- To The Near Spacecraft; G. Donald Wagner
Electronic packaging has played a major role in the success of systems developed by the Applied Physics Laboratory. This article briefly chronicles some selected and often unique examples of APL’s electronic packages over its 56-year history. The early APL electronic packages were needed for the famous VT fuze of World War II; in that case, four vacuum tubes and the ancillary electronics in the nose of an artillery shell had to be packaged. This presented a challenge: to develop miniaturized parts and techniques capable of withstanding the gun launch in a broad range of military environments and to ensure the...

Keenan An Electronic Market for Spatial Data ABSTRACT An Electronic Market for Spatial Data
- Peter B. Keenan
Spatial applications require data on the general geography of regions; such data is generally collected outside the organizations using it. An electronic market offers a useful model for the supply and sale of spatial data. This paper discusses how such a market might operate for spatial data and compares it to existing markets for software and music. This comparison suggests that spatial data is in some respects more suitable for an electronic market than other products.

Metabroker: A Generic Broker for Electronic Commerce
- Steve Caughey; David Ingham; Paul Watson
In traditional commerce, brokers act as middlemen between customers and providers, aggregating, repackaging and adding value to products, services or information. In the broadest sense of the term newspapers, travel agents and department stores can all be thought of as performing a brokering role. In today's Web, such services are lacking, with the result that individuals are forced to manually discover, collate and analyse information to meets their needs. In this paper, we highlight the requirement for brokering services for electronic commerce and describe the design of the Metabroker system, a generic framework for creating electronic brokers. The aim is...

Unconstrained Energy Functionals for Electronic Structure Calculations
- Bernd G. Pfrommer; James Demmel; Horst Simon; Bernd Pfrommer
The performance of conjugate gradient schemes for minimizing unconstrained energy functionals in the context of condensed matter electronic structure calculations is studied. The unconstrained functionals allow a straightforward application of conjugate gradients by removing the explicit orthonormality constraints on the quantum-mechanical wave functions. However, the removal of the constraints can lead to slow convergence, in particular when preconditioning is used. The convergence properties of two previously suggested energy functionals are analyzed, and a new functional is proposed, which unifies some of the advantages of the other functionals. A numerical example confirms the analysis. 1 Introduction There is little need to...
