The tamest of tigers? understanding Hong Kongs innovation system and innovation policies
- Sharif, Naubahar; Baark, Erik
Using Hong Kong as a case study, this paper explicates the innovation system in a Tiger economy that has been less successful in making up lost technological ground than neighbouring Tiger economies. The paper outlines two important sides of Hong Kongs innovation system: its strengths, characterized by a focus on flexible linkages, learning patterns, absorptive capabilities, and exploitation of existing technology; and its weaknesses, characterized by fragmentation in its current innovation policy mix, which has adversely affected its success in innovation-intensive fields. The Hong Kong Tax Paradox Or Why Jurassic Park Exists in the Pearl River Delta
- Halkyard, Andrew
Hong Kong's total financial reserves are, on any scale, vast. What is the nature of the taxation system to which this excess of riches can be attributed? What are the challenges facing that system as Hong Kong moves into the post-colonial era of the twenty-first centure as a Special Administrative Region of the People's Republic of China? And how will, or how should, these challenges be met? This article tries to answer these questions. It then concludes by analysing the paradox: why has a tax system, redolent of colonial Great Britain at the height of power, operating inequitably and arbitrarily,...

Entrepot trade and fixed exchange rate regimes: the United States-Hong Kong-China trade triangle
- Tang, Kam-Ki
Since the outbreak of the currency crisis in Asia in 1998, the Hong Kong dollar has been under severe pressure. In the literature of monetary standards, trade is considered a major factor in determining the nominal anchor. The distinct trade structure of Hong Kong adds new aspects to the old topic of the choice of monetary standards. It raises the question of whether entrepot trade affects, and even changes, the choice of nominal anchors for small open economies under fixed exchange rate regimes. This paper illustrates the importance of trade structure in the consideration of exchange rate regimes and argues...
