92. Universidade Federal de Minas Gerais - Ann Markusen; Clelio Campolina Diniz; Faculdade De Ciencias Economicas
In the last twenty years, cities and regions in Latin America have confronted a quickened pace of world economic integration, the product of concerted efforts at liberalization by global economic organizations and national governments. Integration has brought local producers face-to-face with more efficient producers on other continents and has thus forced cities and regions to specialize and focus more strenuously on exports. Provincial cities that could once count on their hinterlands as markets no longer can do so. They must expand existing comparative advantages or find new ones to cover the cost of imported goods and services; otherwise, they will...

93. Area de Sociología - Rodolfo Gutiérrez; Ana M. Guillén; Facultad De Ciencias Económicas
Long-term unemployment affects the Spanish labour market to a broader extent than those of other European Union members. Moreover, the long-term unemployed present peculiar characteristics in terms of such variables as sex and age. This situation is related to the changing opportunities and conditions for participating in the labour market. This paper aims at analysing the principles on which the provision of both active and passive policies is based, i.e., how targets and incentives are formulated in Spain and to what extent labour market policies have been designed to protect the long-term unemployed. Rodolfo Gutiérrez is Doctor in Sociology by...

94. 1 THE BUSINESS CYCLE IN THE G-7 ECONOMIES - Agustin Duarte; Depto Economia; Aplicada Politica Economica; Facultad Ciencias; Economicas Empresariales
In this paper the Hodrick-Prescott filter is used to decompose real GDP for the G7 countries into cyclical and trend components. The resulting series of cyclical components are then examined for static relationships, using correlations and graphs; long-run relationships using autoregressive-distributed lag models; and short-run relationships, using error-correction models. The main result is that the patterns of cyclical behaviour changed following the oil price shocks in the 1970s. Since 1980, cyclical fluctuations have been smaller as a result of a decline in synchronisation of the cycles in the G7. Two separate cycles seem to be developing since 1990. One is...

95. (Universidad de San Andres) and Schargrodsky, Ernesto (Universidad - La Plata; Di Tella; La Plata; Facultad De Ciencias Económicas; Rafael Di Tella; Ernesto Schargrodsky
Very preliminary. Do not quote without authorization. Crime levels have risen significantly in Argentina during recent years. In this study, we analyze the relationship between crime victimization and income distribution. Our main question is whether the rich or the poor have been the main victims of this crime rise. For home robberies, we found that the poor have suffered the main crime increases. For street robberies, both groups show similar augments in victimization. The findings are consistent with the hypothesis that the rich are better able to protect their houses through private security devices than the poor. Additional evidence supports...

96. Assessing aggregate welfare: growth and inequality in Argentina. Documento de trabajo, Universidad Nacional de La Plata - Leonardo Gasparini; Walter Sosa Escudero
The main goal of this paper is to complement the Argentine mean income series from National Accounts with inequality estimates in order to obtain aggregate welfare series, which are a better measure of economic performance than the commonly used per capita income statistics. Inequality indices are computed from household survey data adjusted for non-response and income underreporting. The statistical significance of changes in inequality and welfare measures is checked using bootstrapping techniques. One of the main conclusions of the paper is that while welfare assessments coincide among different value judgments in some periods (e.g. 1991-1994), they widely vary in some...

97. QUESNAY AND LEONTIEF ON CAPITAL AND INCOME - Kepa Ormazábal; Facultad De Ciencias Económicas; Kepa M. Ormazabal
I analyze Quesnay’s explanation of the “Tableau Economique ” of 1766 in order to show that he made a clear distinction between capital and income. In holding this distinction, Quesnay rejected the nowadays currently accepted views that the full value of the national output is equal to aggregate income and that the value of national output is equal to the payments to labor, capital and land. I analyze the foundation upon which Quesnay established the distinction and show that it is sound. In so doing, I also discuss the validity of Phillips ’ standard interpretation of the “Tableau ” in...
