Third Country Nationals and Welfare Systems in the European Union. JMWP No. 12.97, September 1997

[From the Introduction]. In this paper I shall sketch the patterns of evolution of European welfare states, their various phases and the broad relations with immigrants. Then I address the question of the welfare needs of migrants, by migrant category and also using life-cycle hypotheses; the relative successes of different welfare systems in satisfying these needs are then examined. Finally, some policy options are proposed as plausible directions for the future.

Migration policies for a Romania within the European Union: Navigating between Scylla and Charybdis

In this paper, first I outline Romania’s recent emigration history, followed by a more detailed analysis of its contemporary characteristics. Next, I focus on what may prove to be a problem in the future – brain-drain and skill losses, along with their ameliorative counterpart of migrants’ remittances. The issue of immigration into Romania is then addressed, which closely fits the Scylla and Charybdis analysis as border controls are largely EU-directed, whereas future labour market needs for ...

The two European Union anti-discrimination directives passed in 2000 have started to be implemented across the EU. These directives extend the previous ‘hard’ EC anti-discrimination law from its previous narrow focus on gender to cover discrimination in employment on a variety of grounds, and even more widely prohibiting discrimination on the grounds of racial or ethnic origin in almost all areas of socio-economic relations.

It is argued here, that this policy shift marks a new era in the r...

Migration into Southern Europe: Non-legality and labour markets in the region

This paper collates the limited empirical evidence concerning illegal boat migrations into southern Europe, in order to identify the migrants' possible role in local, southern or European labour markets. Drawing upon my previous work, it is shown that immigration policies in southern Europe have exhibited a complex and varying mix of responses to non-legal migrations: the three policy instruments available are toleration, legalization and expulsion. Increasingly, the EU has been promoting ex...

Albanian Emigration and the Greek Labour Market

In this paper, I try to give an outline of the modern history of Albanian migration to Greece, the role of Albanians in the Greek economy, policy measures by the Greekstate and the complex reactions of Greek society. I conclude with a brief synthesis of these different approaches since, in the case of Greece especially, their separation is somewhat artificial.

The prevailing Eurocentric perspective on Mediterranean migration lies almost exclusively in the security paradigm, focusing upon African illegal migration to Europe and disregarding the role of migration in the socio-economic development of the African continent. The older emigration histories of North African countries are diverse, with Morocco, Tunisia and Algeria linked to France as a destination country, Libya as an immigration country, and Egypt linked with other Arab countries for temp...

Mediterranean Migrations: Regionalism versus Globalization

This paper challenges the claim of globalisation as a cause of immigration into Southern Europe and, on an empirical basis, identifies regionalisation as being the primary issue, along with networked migratory patterns. However, the changing patterns of immigration do present challenges to both state and society. It is argued here that recent policy responses in Portugal, Italy and Spain have been inconsistent and irrational – reflecting more the ‘securitisation’ of migration than European r...

Migration between Greece and Turkey – in either direction – carries with it multiple connotations concerning national identity and allegiance, ethnicity, and even the existence of agreed and defined national borders. Thus, there is relatively little migration, touristic or otherwise, between the two countries; indeed, the most pressing migration concern for both Greece and Turkey is that of clandestine migration and asylum-seekers. This concern is also shared by other EU countries, which see ...
